The famous statesman and longstanding president of the International Court of Justice in The Hague, Sir Muhammad Zafrullah Khan, delivered this speech in August 1979 at the Senckenberg — Museum in Frankfurt, West-Germany. lt comprehensively deals with the islamic concept of state, its structure, governments responsibility towards its citizens, the jurisdiction and justice on domestic and on international Level, domestic and international duties and dealings, and mang topics more. The author clearly shows that sovereignity about the universe is the sole possession of God Almighty, but that men has been entrusted some authority as being the vicegerent of God, and that for this authority and its enforcement he is answerable, liable, and responsible to God again. The German translation has been done by Hadayatullah Hübsch.
